The Cannabis industry is governed by a confusing patchwork of national, state, and local regulations which range in scope and substance, and make use of such varying factors as plant species, stage of growth, and building type. Many well-intentioned but ill-informed agencies (e.g. state cannabis enforcement, local city government) try to demonstrate environmental leadership by creating energy codes, but without any research, data or studies on costs, impacts or alignment with other efforts the result it market confusion. As a result, regulations are often drafted with confusing technical language that is constantly changing, inconsistent and at can even result in less efficient operations.

To effectively navigate this confusing landscape, it is important to understand energy code, utility rates, utility efficiency programs, building codes and local, county and state cannabis licensing requirements.

Fortunately, most utilities have determined that energy rebates are a more cost-effective solution to than developing generation capacity, and thus offer a range of energy and efficiency rebates. Generally, these energy rebates are handled by the energy efficiency department of the local (distribution) electric utilities for each facility.
