Where in the US do you think the most environmentally sustainable cannabis could be grown if it were federally legal?

There are many factors that contribute to this.  In my opinion indoor grows will be hard to sustain so greenhouses or outdoor is preferred as far as the environment goes.  I am not a grower but I would say coastal California.  However, my suggestion is to contact a grower/farmer.
